The Story of SCE
Every journey begins somewhere. Mine began with a simple belief - that listening to people’s stories helps us better understand the systems and services that shape our lives.
Through my work in research and community settings, I saw how often the most important insights lie quietly behind statistics and reports. Numbers can tell us what is happening, but stories help us understand why.
Shepherd Consulting & Evaluation was created from this understanding. It exists as a space for thoughtful reflection, meaningful conversations and evaluation that honours the knowledge already held within communities.

Meet Cindy
Cindy-Joe Shepherd is the founder of Shepherd Consulting & Evaluation.
With a background in community psychology, research and program evaluation, Cindy-Joe’s work focuses on helping organisations better understand how programs, services and systems are experienced by the people they are designed to support. Her approach is shaped by community psychology principles and Indigenous-informed perspectives, combining thoughtful listening with strong research and evaluation practice.
Drawing on both qualitative and quantitative methods, she works with organisations to build a deeper picture of what is working, what can improve and where meaningful change can occur.
Based in Queensland, Australia and works with organisations across Australia and Aotearoa New Zealand.

Shepherd Consulting & Evaluation (SCE) is a consultancy focused on evaluation, research and systems insight across the social sector.
The work centres on understanding complex challenges through thoughtful inquiry, community insight and meaningful engagement with stakeholders.
SCE brings experience in mental health, Indigenous wellbeing and cross-agency systems work. SCE partners with organisations to generate insight and translate learning into practical improvements for programs, policy and services.
